We’ve confirmed that all systems are back to normal with no customer impact as of 13 Sep 2016 ~16:40 UTC. Customers should not have any performance issues accessing their VSTS accounts. We recycled the affected Application Tier machines to mitigate the issue. Our engineering team is working on root cause to avoid reoccurrence.
We understand that customers rely on VS Team Services as a critical service and apologize for any impact this incident caused.
