We are actively investigating issues with Visual Studio Team Services where some users whose accounts that were imported from Team Foundation Server or those accounts that were converted from an MSA account to an AAD account might face access issues with various VSTS artifacts. We have identified a possible fix and are in the process of deploying the hotfix .
